Job Responsibilities:

  • Collaborate and partner with other IRS business units to apply cutting edge analytics and tools to operations throughout the IRS.
  • Meet with managers and executives within the Service to define the overall goals and objectives of the project.
  • Report to multiple executives and lead, direct and coordinate multidisciplinary teams which include employees and contractors from a variety of backgrounds.
  • Conduct in-depth analyses of project data and requirements to identify problem areas, assess impact, and formulate solutions; prepare policy statements, and other written guidelines and recommendations relating to the project. Prepare directives, memoranda, service-wide policy;
  • Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.
  • Plans, coordinates, and establishes operating methods and procedures and directs the development and accomplishment of employee training related to the project.
  • Prepare and negotiate recommendations for resource requirements to accomplish the project
  • Manages project resources, recommends resource requirements and adjustments, and negotiate with Business Units to obtain resources and support.
  • Lead projects with complexity and duration spanning the spectrum from short turnaround exploratory analyses to multi-year pilots.
  • Prepare short- and long-term complex action plans and schedules for various phases of project accomplishment, and ensure that plans are consistent with Service goals, schedules and policies.
  • Review the work of project participants for adherence to established policies and to ensure compatibility and consistency in meeting overall project objectives.
  • Establishes systems to review, control, and report on project status. Monitors projects and adjusts work plans, schedules, and assignments for project accomplishment.
  • Consults with top-level managers and executives to establish and define the overall goals and objectives of major projects.
  • Prepares short- and long-term action plans and schedules for various phases of the project, ensuring consistency with Service goals, schedules, and policies.
  • Oversee analytical and research initiatives and/or portfolios to advance data access, usability and analytics to inform decision-making and improve operational outcomes.

Job Requirements:

  • For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

Qualification & Experience:

  • You must have at least one year of specialized experience equivalent to the GS-14 level in the Federal Government. To be qualifying, your experience must be sufficient to demonstrate experience of applying a wide range of analytical and evaluative methods and techniques (e. g., segmentation, summary statistics, and modeling), qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and on an organizational or enterprise-wide level. You must also have experience applying management principles and processes to perform program or project management duties and to coordinate and integrate program or project objectives and recommendations.
